The Chief Administrative Officer is the sole staff member that is accountable directly to Council. The CAO is responsible for all staff in the organization, and in the case of Argyle, also acts as the Municipal Clerk and Treasurer.

The CAO’s role is to execute the decisions of council and to ensure the organization operates within its By-laws, policies and established regulations, whether municipal, federal or provincial. He is responsible for the preparation of the annual budget and recommends tax rates to Council.

The CAO is expected to represent council as administrator on a variety of boards, commissions and subcommittees, and is primarily responsible to represent Argyle administratively on regional shared services and subsidiary organizations. Examples of regional initiatives include the Regional Enterprise Network (Economic Development), the Yarmouth International Airport Corporation, Yarmouth and Acadian Shores Tourism Association etc.

The CAO’s work is supported by the Executive Assistant/Deputy Clerk, who leads a variety of projects benefitting the Municipality. The Deputy Clerk leads the development of policy and by-laws and leads other projects such as Municipal Boundary Review, Human Resources Handbook, electronic file management and other duties. The Deputy Clerk is the point of contact for Council meetings and agendas and supports the strategic objectives of the organization.
